I am working on this part of a project where I have a table that looks up the stat of a pokémon and gives a rating from Horrid to Excellent!
Problem is that its fine at the mid-range of levels, but below that every stat is Horrid and above that every stat is Excellent. I am working to figure out how to adjust for the pokémon's level, but I need an upper range for EVs per level.
I have upper and lower limits for Base Stat and IV, and the lower limit for the EV as well. I also know how much of the Base Stat, IV and EV goes into the final stat increase.
Is there anyone who can help with this so my Trainers Assistant will see the light of day?

Update: I solved the problem when I realized only the EV was capped at 252 for one stat and 510 for all. That made it easy to define an upper limit for EV in my test table and figure out how to adjust the stats to the pokémon's level. Now to enter a database of each pokémon's move pool so I can finish the advisory section of my Trainers Assistant.
Most of the information I use to create this is from Bulbapedia and also Serebii, Smogon University and Psypoke. You should check them out, if you haven't already.
