Lead: Speed Boost Scolipede with, protect, swords dance, baton pass, and megahorn, Focus Sash, Jolly Nature Scolipede is a basic baton passer that will then baton pass out to my Salamence after using a swords dance first turn and then protect the second turn then baton passing out into my Slamence with Moxie Switch: Salamence Moxie, Dragon Claw, Roost, Fire Fang, Crunch, Life orb, Jolly Nature This guy is my sweeper that hopefully is unstoppable, Fire Fang is there for Ice types, Roost is there so it stays in longer and I'll build it slightly bulky so it can take hits as well as deal them (Would Have Outrage but I don't think I can have a Salamence with Outrage w/o breaking VGC rules.) Infiltrator Meowstic-F, Choice Specs, Psychic, Shadow Ball, Signal Beam, Thunder Bolt Easy build with Max Speed and Sp. Attack with HP leftover, Modest Nature, Very basic set that will cover A LOT of type match ups
I only have that much figured out yet, I would love suggestions on how to make this team better.

You may want to add something like Scizor or Aegislash to help you deal with Fairies that may give Salamence trouble. They also help you with Ice and could be used as an alternate sweeper.

Maybe a bulky mega scizor? Because Aegislash isn't my thing. Um I have no clue I was thinking Jolteon because my friend just gave me a five IV one today so yeah :) But what item would I put on it?

That's sweet that you got a five IV Jolteon, but what could it bring to the team? Unless it replaced Meowstic, I don't see how it would help your team. If you used it, it would probably also like Life Orbs, Focus Sashes, or Choice Specs if it replaced Meowstic. Mega Scizor would probably work, and it can run a bulky set nicely.

I have no clue what to do other than mega scizor. Maybe a fighting type? Choice banded?

It would be nice if you had a way to setup some hazards before you started trying to sweep. Without hazards, focus sashes and sturdy could get in the way. I've been playing around with a Choice Band Lucario since the mega ban, but I haven't gotten to test it very much. Something like that with a couple of stages of Attack and a CB could clean house with Extreme Speed. Alternatively, Dragonite is another good CB Extreme Speed user, but that would be harder to obtain in game.

I think excadrill would a good addition to your team to resist fairy types and also to add rapid spin support. Get something to counter weavile otherwise its priority attacks would kill your salamance very easily, as it is not the fastest of pokemon.
